Methods for Improving Power System Security by Certifying Dynamic Stability in Island Operations

At CIGRE's Regional Meeting "Security and Reliability of Electric Power Systems" August 27-28, 2007, Calgary, Canada Solvina presented their methods for improving power system security by certifying dynamic stability in island operation.

During Power restoration and island operation correct and, not least, verified frequency control is fundamental in order to secure power supply to the customers. Frequency control is rarely put to test in difficult dynamic situations and often rarely used at all, since frequency dead band can hide badly tuned dynamic response. The ability to operate an isolated island grid can be beneficial not only for industries or hospitals, but also for different rural areas such as cities, regions or even states.

Island operation is here defined as one or more generators connected to a limited power grid where there is no external voltage or frequency reference, each generator being of a size large enough to have a significant impact on the frequency and voltage in the grid. In order to tune and optimize frequency control the choice of control algorithm is crucial. Many different implementations have been used during the described tests and the most successful is using a separate control mode for island operation including gate-opening feedback for calculating droop.
