CPL Laboratories - Landfill, Emission and Ambient Air Quality Monitoring, and Health and Safety Consultancy

CPL Laboratories is a UKAS and MCert-accredited laboratory that provides environmental, health and safety services. CPL Laboratories offers a comprehensive range of services, including stack emissions testing, the monitoring of emissions and gas quality at landfill sites, ambient air monitoring, personal exposure testing, and noise, asbestos and legionella surveys.

Landfill monitoring

CPL Laboratories has over 30 years of experience in landfill site investigations, including the monitoring of emissions to atmosphere from landfill flares and engines, in addition to the testing of inlet gas streams.

CPL Laboratories' expertise was originally gained through the provision of monitoring and technical investigational services to CPL's own, former, landfill activities. Now CPL Laboratories undertakes landfill monitoring work on behalf of many major operators in the waste industry, and their consultants.

CPL Laboratories' landfill monitoring services are accredited by UKAS to ISO 17025 and certified by the Environment Agency under the MCerts Scheme.

Emission monitoring services

Process emissions to atmosphere are regulated under the Pollution Prevention and Control (PPC) regime, which falls within the framework of the Environmental Permitting Regulations (EPR).

To assist process industries in meeting their statutory requirements, CPL Laboratories provides emission monitoring services to numerous industry sectors, including the power industry.

The monitoring services that CPL Laboratories provides are accredited by UKAS to ISO 17025 and certified by the Environment Agency under the MCerts Scheme.

Ambient air quality monitoring

The UK Government's Air Quality Strategy (published July 2007) is aimed at achieving set limits and targets for the concentrations of specified pollutants in ambient air.

CPL Laboratories has expertise and experience in the monitoring of ambient air quality within and outside the boundaries of industrial sites. The company also develops monitoring protocols and gains their approval by regulatory authorities and other stakeholders.

Monitoring protocols may include the full range of pollutants which feature in the EU legislation and national strategy. Additional process-specific pollutants can also feature in the monitoring programmes.

CPL Laboratories' client base in the field of ambient air quality monitoring includes government agencies, process operators, consultancies, site developers and regulatory bodies.

Consultancy services for health and safety, ground contamination and solid fuels

CPL Laboratories' scientific and technical personnel have considerable expertise in the fields of the environment, health and safety, and energy. CPL Laboratories' clients can benefit from this expertise by taking advantage of the consultancy and advisory services offered. Examples include:

  • Health and safety advisory services - e.g. COSHH, noise, asbestos, legionella and compliance with the REACH regulations
  • Ground contamination - assessment of risks and liabilities
  • Solid fuels - including the evaluation of feedstocks and product, blend formulation, expert opinion and witness

Health and safety consultancy

Employers have many statutory responsibilities to ensure the protection of the health and safety of employees. CPL Laboratories offers experienced and fully qualified 'competent persons' to assist companies in meeting their statutory obligations. Regulations that CPL Laboratories can assist with include:

  • Control of Substances Hazardous to Health (COSHH) - employers must control the exposure of their workforce to chemical substances
  • Noise at Work Regulations (2005) - the noise exposure of workers must be assessed every two years, or sooner if changes have been made to plant or working practices
  • Control of Asbestos Regulations (2006) - a Type 2 asbestos survey must be carried out to check for the presence of asbestos-containing materials (ACMs) within the fabric of buildings
  • Control of Legionella Bacteria in Water Systems, HSE Approved Code of Practice L8 - hot and cold water systems must be surveyed and assessed for the potential to expose workers to the bacteria
