The project is currently owned by US Army Corps of Engineers with a stake of 100%.

Carters is a pumped storage project. The net head of the project is 120.7m. The total number of penstocks, pipes or long channels that carry water down from the hydroelectric reservoir to the turbines inside the actual power station, are 4 in number. The penstock length is 254.508m. The penstock diameter is 18m.

The turbines for the hydro power project have been supplied by Newport News Industrial and Voith Hydro Holding.
