IAEA is on a fast track to develop the plant, and has been giving technical advice and so far it has been responsive, said the director, Ali Boussaha.

In May this year, US President Barack Obama approved a nuclear energy pact with UAE. The deal is potentially worth billions of dollars to energy companies in the US.

The next step in the approval process for the civil nuclear agreement is for Secretary of State Hillary Clinton to formally submit it to the US Congress. The pact would go into effect after 90 days unless lawmakers vote to block it.
