The Tokyo Metropolitan Government plans to construct 1,000MW of natural gas-fuelled power plants in Tokyo Bay, Japan.
The government will invite bids from the private sector to build and manage the plants, which are expected to ease energy shortages following the massive quake and tsunami in March.
Tokyo vice-governor Naoki Inose said the natural gas-fired plant will emit less carbon dioxide, nitrogen oxide and sulfur oxide.
The provincial government has selected a team to begin planning site-selection, project financing and compliance with national regulations.
