The project was developed by Sichuan Huaneng Dongxiguan Hydropower Holdings. China Huaneng Group, Sichuan Wusheng Light Industrial, Sichuan Electric Power Development, Sichuan Pengxi Power Supply, Sichuan Port and Channel Development, Daying Branch of Mianyang Electric Power Bureau and Sichuan Yuechi Yintai Investment (Holdings) are currently owning the project having ownership stake of 59.33%, 12%, 8.38%, 6.2%, 6%, 4.29% and 3.8% respectively.
Dongxiguan is a reservoir based project. The hydro reservoir capacity is 165 million cubic meter. Dongxiguan underwent through rehabilitation & modernization during 2011-2015. The project generated 955 GWh of electricity. The project cost is $196.74m.

Chongqing Water Turbine Works was selected as the turbine supplier for the hydro power project. The company provided 4 units of kaplan turbines, each with 52.5MW nameplate capacity.
