Odisha Power Transmission Corporation (OPTCL), a state-owned power utility in India, is expected to complete the process of awarding the contract for smart grid project in the Phailin-affected Ganjam district by June 2014.

According to the company, the tenders have been floated in two phases for the project, worth INR10bn.

The first tender for the proposed project was floated on 28 February 2014, while the second tender was released on 3 March 2014.

The Asian Development Bank will provide INR6.5bn funding for the project, while the remaining INR3.5bn fund will be sourced by the state government.

The project is set to be executed under the name Odisha Power Sector Emergency Assistance Project.

"The state government is also planning to execute a similar smart grid project in the capital city, Bhubaneshwar."

Odisha state energy secretary Pradeep Kumar Jena said, "The tenders were floated recently. We hope to award the contract within three to four months, probably by June."

Scope of the project includes the establishment of 33kV and 11kV gas insulated substations with supervising control and data acquisition facility.

The project also calls for the laying of a 54km underground power line of 132kV capacity, and 33kV and 11kV power lines of 300km.

In October 2013, the state was affected by the cyclonic storm Phailin that caused major damage to the entire power network system, including substations and cable networks in the Ganjam district.

The state government is also planning to execute a similar smart grid project in the capital city, Bhubaneshwar.
