US-based Pacifico Energy Korea’s Manho Offshore Wind Project and Jindo Baram Offshore Wind Project have been chosen as the sole developers for the 2.13GW Jindo Offshore Wind Integrated Cluster phase two.

The announcement follows the signing of an implementation management agreement involving Jeonnam-Gwangju Special Metropolitan City, formerly South Jeolla Province, and Jindo County.

The Jindo Integrated Cluster phase two is a government-designated offshore wind development area, led by Jeonnam-Gwangju Special Metropolitan City as the implementing institution.

The area, located off the coast of Jindo County in South Korea, will cover both the Manho and Jindo Baram offshore wind projects.

The selection process included a maritime siting consultation with government agencies, followed by reviews by two Public-Private Councils.

Development plans for the cluster were finalised last year, and the Ministry of Climate, Energy and Environment designated it as an ‘Integrated Cluster’ in March 2026.

An evaluation committee convened in June by Jeonnam-Gwangju Special Metropolitan City assessed developer suitability, reviewing the capability and implementation plans of the selected projects.

Pacifico Energy Korea representative director Seung-Ho Choe said: “This selection is an important milestone in building a large-scale offshore wind cluster in the Jeonnam-Gwangju region through cooperation between Jeonnam-Gwangju Special Metropolitan City, Jindo County, developers and Pacifico Energy Korea.

“Pacifico Energy Korea plans to accelerate development of the Jindo Integrated Cluster Phase 2, comprising the Manho and Jindo Baram Projects, through continued investment.”

The Manho and Jindo Baram projects represent the second and third phases of Pacifico Energy Korea’s 3.2GW Jindo Offshore Wind Project Cluster.

Phase one, the 420MW Myeong Ryang Offshore Wind Project, received its Electricity Business Licence in September 2025 and finalised its preliminary Environmental Impact Assessment report in March.

Applications for the Electricity Business Licences for the 990MW Manho and 1.8GW Jindo Baram projects have been submitted and are currently under review.

Officials expect the verified selection of the Manho and Jindo Baram projects to speed up the development of Jindo Integrated Cluster phase two.

The project is set to contribute to the region’s renewable energy supply and support future industrial complexes such as the proposed Honam Semiconductor Cluster by enhancing energy self-sufficiency for the Jeonnam-Gwangju area.
