PLM Power, a wholly owned subsidiary of PacificLight Power, has begun construction on a $938m (S$1.2bn) hydrogen-ready power plant on Jurong Island, Singapore.
This project will combine a gas turbine with a large-scale battery energy storage system (BESS).

The official groundbreaking ceremony included Singapore’s Minister for Trade and Industry (Energy and Industry), Tan See Leng.
The new plant is designed to deliver 670MW of electricity, enough to power up to 1.2 million four-room flats.
It is expected to be operational in 2029 and will become Singapore’s largest and most efficient single generating unit upon completion.
The facility aims to enhance grid resiliency and enable more dynamic management of energy supply through its integrated BESS.
PacificLight secured the rights from the Energy Market Authority of Singapore to build, own and operate the facility in January 2025, as part of its Centralised Process for new generation capacity.
The plant will help address Singapore’s increasing energy needs, with growth in advanced manufacturing, the digital economy and transport electrification contributing to electricity demand.
PacificLight CEO Yu Tat Ming said: “This state-of-the-art plant will strengthen Singapore’s energy security to meet rising demand, and it does so with infrastructure built for the future energy transition – hydrogen-ready, storage-integrated, and among the most efficient of its kind.”
Initial fuel for the plant will allow up to 30% hydrogen co-firing by volume, with the intention to transition to 100% hydrogen in future years.
The engineering, procurement, and construction contract is being delivered by a consortium comprising Mitsubishi Power, Mitsubishi Heavy Industries’ power solutions brand, and Jurong Engineering.
Mitsubishi Power’s M701JAC gas turbine, with more than 64% combined-cycle efficiency and in excess of 3.7 million operational hours globally for the J-series turbines, will be deployed for the project.
The new facility will complement PacificLight’s existing assets on Jurong Island, which include an 830MW combined-cycle gas turbine plant operating since 2014 and a 100MW Fast Start Ancillary Services facility that was commissioned in 2025.
