Rezolv Energy, backed by Actis and Mubadala, has energised the 192MW phase one of the VIFOR Wind Farm in Romania’s Buzău County.
The development, consisting of 30 Vestas V162 turbines, each rated at 6.4MW, is said to be the largest new wind project commissioned in Romania in more than ten years.

The turbines have 166m towers and a 162m rotor diameter. Vestas served as the engineering, procurement and construction partner for phase one.
Upon completion of phase two in 2027, the VIFOR Wind Farm is projected to reach a total capacity of 461MW, positioning it among the largest onshore wind installations in Europe.
Once operational, the wind farm is expected to generate electricity for more than 270,000 homes annually and avoid around 540,000t of CO₂ equivalent emissions each year.
The company marked the completion of phase one with an inauguration event attended by representatives of the Romanian Government and local community members.
The project signals renewed momentum for Romania’s wind sector, which stalled following a period of rapid expansion between 2010 and 2015.
It is Rezolv’s second project to enter service, following the commissioning in May 2026 of the 225MW St George solar park in Silistra, Bulgaria.
Financing for VIFOR’s first phase includes up to $327.4m (€291m) from eight lenders, led by Erste Group, UniCredit Group and the European Bank for Reconstruction and Development.
The lender group also includes the International Finance Corporation, Intesa Sanpaolo Group, OTP Bank, Raiffeisen Bank International and Garanti BBVA Romania.
Additional financing facilities of up to €331m have been secured for phase two, largely from lenders involved in the first stage.
Six long-term power purchase agreements have been signed for more than 350GW-hours per year with companies including T-Mobile Czech Republic and Bekaert.

Romania’s installed wind capacity currently stands at just over 3GW, with a goal of 7.3GW by 2030 as stated in Romania’s National Energy and Climate Plan.
In August 2026, Rezolv obtained the final legal approval to begin construction of its Dama Solar project in Arad County, western Romania.
