The project is developed and owned by AES Alamitos.
It is a Combined Cycle Gas Turbine (CCGT) power plant. The fuel is procured from Southern California Gas Company.

GE Power was selected as the turbine supplier for the Gas fired project. The company provided 2 units of 2×1 MS 7FA.05 gas turbines, each with 231MW nameplate capacity.
