The project is being developed and currently owned by Evngenco 3, General Electric International, Mitsubishi, Pacific, Power Engineering Consulting 2 Joint Stock and Thanh Thanh Cong Industrial Zone. The company's ownership stake in the project stands as 17%, 16.6%, 16.6%, 16.6%, 16.6% and 16.6% respectively.

It is a Combined Cycle Gas Turbine (CCGT) power plant. The fuel will be procured from Long Son LNG Terminal.

The project will generate 21,000MWh of electricity.

The project construction is expected to commence from 2024. Subsequent to that it will enter into commercial operation by 2025.
