The project was developed by China National Electric Engineering, JO Sinomach and PT Penta Adi Samudra. The project is currently owned by PT Pembangkitan Jawa-Bali.

Harbin Electric supplied steam boiler for the project.

Harbin Electric International is the O&M contractor for thermal power project. The operation and maintenance contract commenced from 2014, for a period of 6 years.
