The project was developed by Sichuan Baoxing River Electric Power. China Huaneng Group, Sichuan Electric Power Development, Ya’an Hydropower Development, Yangtze New Energies Development and Ya’an Electric Power Holdings are currently owning the project having ownership stake of 68%, 12%, 10%, 8% and 2% respectively.

Xiaoguanzi is a reservoir based project. The hydro reservoir capacity is 0.98 million cubic meter. The penstock diameter is 6.5m. The project generated 823 GWh of electricity.

The hydro power project consists of 4 turbines, each with 40MW nameplate capacity.

The project has 4 electric generators installed at the site. The generator capacity is 40 MVA.
