The project was developed by Sichuan Huaneng Kangding Hydropower. China Huaneng Group and Sichuan Datang International Ganzi Hydropower Development are currently owning the project having ownership stake of 60% and 40% respectively.
Xiaotiandu is a reservoir based project. The hydro reservoir capacity is 0.62 million cubic meter. The gross head of the project is 400m. The total number of penstocks, pipes or long channels that carry water down from the hydroelectric reservoir to the turbines inside the actual power station, are 3 in number. The penstock length is 188.831m. The penstock diameter is 4m. The project generated 1,039 GWh of electricity. The project cost is $155.79m.
