Adani Power, India’s largest private sector thermal power generator, has received a letter of intent (LoI) from the Bihar State Power Generation Company Limited (BSPGCL).

The agreement will see the company supplying 2,274MW of electricity to both the North Bihar Power Distribution Company Limited (NBPDCL) and the South Bihar Power Distribution Company Limited (SBPDCL).

The power will be sourced from a new 2,400MW thermal power project to be established in Pirpainti, located in the Bhagalpur district of Bihar.

In a competitive bidding process, Adani Power emerged as the lowest bidder, offering a supply price of Rs6.075 ($0.07) per kilowatt hour (kWh).

The project will feature a greenfield 3x800MW ultra-supercritical power plant, developed under the design, build, finance, own and operate (DBFOO) model.

Its first unit will be operational within 48 months from the assigned date, while the final unit is set for completion within 60 months.

The plant will be fuelled by coal sourced under the government of India’s SHAKTI [Scheme for Harnessing and Allocating Koyala Transparently] policy.

During the construction phase, the project will create between 10,000 and 12,000 jobs, with 3,000 positions expected once the plant is operational.

Adani Power CEO SB Khyalia stated: “We are pleased to have won the bid to develop and operate a 2,400MW thermal power project in Bihar. We will set up a new greenfield plant with an investment of $3bn, which is expected to further aid industrialisation in the state. Our plant will be an advanced, low-emission ultra-supercritical and will supply dependable, competitively priced and high-quality power to the state.”

In July 2025, Adani Power finalised its acquisition of Vidarbha Industries Power Limited (VIPL) for Rs40bn.

Vidarbha operates a coal-fired power plant with a capacity of 600MW, consisting of two units of 300MW each, and is in Butibori, in the Nagpur district of Maharashtra.
