
The Irish Department of Transport has published two critical safety guidance documents for the safe development and operation of offshore renewable energy installations (OREI), including offshore wind farms.
The documents aim to bolster maritime safety and the protection of the marine environment, while supporting Ireland’s target of at least 5GW of offshore wind capacity by 2030.
The maritime navigation safety guidance for OREI has been developed with contributions from the Marine Survey Office, the Irish Coast Guard and the Commissioners of Irish Lights.
The guidance addresses the navigational and emergency response impacts of proposed OREI sites in Irish waters, aligning with international standards.
The guidance for search and rescue and emergency response for OREI, also known as Standard Operating Procedure 07-2025, complements the navigational safety document. It outlines the Coast Guard’s procedures for maritime search and rescue, casualty management and pollution response services in the OREI context.

The Department of Transport has indicated that the guidance will be reviewed and updated as necessary to incorporate key amendments. This proactive approach ensures that the guidance remains relevant and effective in promoting safe and sustainable offshore renewable energy development.

Alongside this vital guidance sits the Irish Coast Guard’s Guidance for Search and Rescue and Emergency Response for OREI, which has also been published.”
