Kathy Hochul, Governor of the US state of New York, has instructed the New York Power Authority (NYPA) to initiate plans for a zero-emission advanced nuclear power plant in the Upstate New York region.

The directive aligns with the state’s commitment to create a reliable and affordable electric grid while progressing towards a clean energy economy.

The announcement is part of broader efforts outlined in Governor Hochul’s 2025 State of the State address, which aims to accelerate nuclear energy development.

New York’s increasing power demand, driven by economic growth, electrification initiatives, and retirements of fossil fuel plants, necessitates new clean electricity sources.

The proposed advanced nuclear facility will serve as an essential component of the state’s renewable energy strategy by providing consistent zero-emission baseload power.

The NYPA will collaborate with the Department of Public Service (DPS) to explore developing at least one gigawatt-capacity nuclear energy facility.

The project may be undertaken independently or alongside private sector partners and is crucial to support New York’s electrical grid, its residents and businesses.

The evaluation phase led by NYPA encompasses technology assessment, business model exploration and site selection for the nuclear power venture.

Hochul stated: “As New York State electrifies its economy, deactivates ageing fossil fuel power generation and continues to attract large manufacturers that create good-paying jobs, we must embrace an energy policy of abundance that centres on energy independence and supply chain security to ensure New York controls its energy future.

“This is the second time during my administration that I am calling on the New York Power Authority to lead a critical energy initiative, and just as it is doing with the expedited buildout of renewable energy and transmission, it will now safely and rapidly deploy clean, reliable nuclear power for the benefit of all New Yorkers.”

In partnership with New York State Energy Research and Development Authority (NYSERDA) and DPS, studies underpin the Responsible Advanced Nuclear Development master plan in New York.

Considerations will include site suitability based on safety, community support, infrastructure compatibility, labour skills availability and land access.

The initiative further extends financial backing provided by the state to Constellation for early site permitting at the Nine Mile Point Clean Energy Center. It also opens avenues for future collaboration within regional frameworks involving other states and Ontario, aiming to enhance nuclear supply chains, exchange industry best practices and promote the responsible advancement of progressive nuclear technologies.
