US utility company Portland General Electric (PGE) has signed a power purchase agreement (PPA) with Avangrid to buy power from the 120 MWac [megawatts alternating current] (166 MWdc) [megawatts defined conditions] Tower Solar project in Portland, Oregon.
The solar energy facility is being developed by Avangrid, a member of the Iberdrola Group, in Morrow County.

On completion in 2026, Tower Solar will be Avangrid’s sixth solar facility in Oregon and its 17th power generation project in the state. Avangrid currently operates 1.6 GW of wind and solar projects in Oregon.
The solar power project also involves collaboration with QTS and Meta.
The project will supply clean, renewable energy to PGE’s grid through the Green Future Impact (GFI) programme.
The GFI programme offers a voluntary route for large commercial, industrial and municipal customers to achieve their sustainability and carbon reduction objectives.

By GlobalDataPGE’s GFI programme subscribers enrol in a bundled renewable energy product and get renewable energy certificates from the new facility’s generated energy.
PGE has structured its subscription pricing to prevent cost shifting to non-participating customers.
QTS, a data centre solutions provider, is developing a campus to support Meta’s regional operations.
This campus will be powered by renewable energy sourced from Tower Solar, aligning with Meta’s commitment to sustainability and its goal of utilising 100% renewable energy.
Avangrid CEO Pedro Azagra stated: “We are pleased to work closely with some of our largest customers to develop another utility-scale solar project in Oregon, the home base for Avangrid’s onshore renewable energy business.
“Projects like this are important to furthering the country’s energy independence, and represent our continued investment in the region with new jobs and tax revenue.”
Situated just west of Boardman, Tower Solar’s 900-acre site in on industrially zoned land owned by the Port of Morrow, close to Boardman Airport.
The project will feature 200,000 solar panels.
PGE senior director for clean energy origination and structuring Brett Greene stated: “The Green Future Impact programme allows PGE to partner with our largest customers like QTS to meet their ambitious sustainability goals through local clean energy.
“Through GFI, our largest customers can fund the development of the renewable resources they need, while supporting green jobs and revenue for Oregon communities.”
