Tokyo Electric Power Company (TEPCO) Renewable Power has begun the environmental impact assessment (EIA) process for a proposed offshore wind project of up to 420MW off the coast of Choshi City, Chiba Prefecture, Japan.
The company is the first developer to begin the EIA in the area originally awarded during Japan’s initial offshore wind auction, following the withdrawal of the previous winning consortium.

This move signals TEPCO Renewable Power’s intention to take part in the upcoming re-tender for the site.
According to planning documents made available for public viewing on 21 August 2026, the company intends to install between 21 and 27 turbines, each with a capacity of 15–20MW.
The planned wind farm would span around 40km² within the designated promotion zone under the Act on Promoting the Utilisation of Sea Areas.
The project would employ a fixed-bottom offshore design.
The EIA process began with the submission of planning-stage environmental consideration documents on 20 August 2026.
Public inspection of these documents is scheduled from 21 August to 25 September 2026 at various locations including the Chiba Prefecture Environmental Policy Division, Choshi City offices and facilities in Asahi City.
The area was previously the focus of a bid by TEPCO Holdings and Ørsted, which withdrew their plan for a 370MW scheme comprising up to 72 turbines in March 2022 after their bid was unsuccessful.
Mitsubishi, which had led the winning consortium, also withdrew in August 2025, citing construction costs that had more than doubled since its original proposal for a 403MW project. Mitsubishi’s plans had reached the draft EIA stage by April 2024.
