East Texas Electric Cooperative, Northeast Texas Electric Cooperative and Western Farmers Electric Cooperative are the power offtakers from the project.

Siemens Gamesa Renewable Energy was selected as the turbine supplier for the wind power project. The company provided 66 units of SWT-2.3-108 turbines, each with 2.3MW nameplate capacity.
