The project is co-owned by Arkansas Electric Cooperative and Southwestern Electric Power, with their respective ownership stake of 50% each.
It is a Steam Turbine power plant that is used for Baseload. The power plant run on dual-fuel. The primary fuel being used to power the plant is subbituminous. In case of shortage of subbituminous the plant can also run on Distillate Fuel Oil. The fuel is procured from Wyoming Powder River Basin.
