The project is currently owned by Inter RAO UES with a stake of 100%.

It is a Steam Turbine with Cogen power plant. The power plant run on dual-fuel. The primary fuel being used to power the plant is coal. In case of shortage of coal the plant can also run on Fuel Oil. The fuel is procured from Urtuysky Coal Mine, Kharanorskiy 2B and 3B Quarries, CJSC Irkutsknefteprosukt, LLC Magnatek.

The project generated 3,611,480MWh of electricity.
