The project is being developed and currently owned by Inpex, Japan Petroleum Exploration, JR-East Energy Development, Kato Construction, Narita Construction, Sumitomo, Tepco Renewable Power and Venti-Japan. The owners have 12.5% stake in the project respectively. The project will be spread over an area of 59km². The turbines will be mounted on fixed type foundations.

The wind power project consists of 50 turbines, each with 9.5MW nameplate capacity.
