Virgin Islands Water and Power Authority (WAPA) is a not-for profit autonomous public electric utility, operating under Government of the Virgin Islands. The authority generates and distributes electricity as well supplies water. It owns and operates fuel oil fired power plants namely, Randolph E. Harley Generating Station, and Richmond Combined Cycle Power Plant. The authority purchases fuel oil from the HOVENSA refinery under contract to feed its electric generating units.
