The project was developed by Sichuan Baoxing River Electric Power. China Huaneng Group, Sichuan Electric Power Development, Ya'an Hydropower Development, Changjiang River Resource Hydropower Development and Ya'an Electric Power are currently owning the project having ownership stake of 68%, 12%, 10%, 8% and 2% respectively.
Tongtou is a reservoir based project. The hydro reservoir capacity is 22.5 million cubic meter. The project generated 473.1 GWh of electricity.
