The Oakland Clean Energy Initiative (OCEI) aims to replace the 40-year-old “Oakland Power Plant,” which was acquired by Vistra in 2018, with clean energy resources. The storage project will provide EBCE with local resource adequacy – electricity-generating capacity that is available to serve demand even under stressful system conditions – and transmission-related reliability. Vistra plans to increase the size of battery energy storage project. The battery capacity will be increased from 20 MW/80 MWh to 36.25 MW/145 MWh. The battery energy storage system (BESS) will be a partial replacement for the aging 165 MW jet fuel-fired plant, which is currently on a Reliability Must-Run contract with the California Independent System Operator (CAISO).
