India-based power and energy company Adani Power has begun work on a 3.2GW ultra-supercritical thermal power plant (USTPP) in Chapar, in Assam’s Dhubri district.

The development follows a foundation stone-laying ceremony led by Assam Chief Minister Himanta Biswa Sarma.

The project is expected to attract around $5bn (Rs480bn) in investment and is part of Adani Group’s broader push to expand its presence in Assam’s power sector.

The event was attended by senior state government officials, industry representatives, members of the local community and Adani Group director Jeet Adani.

Scheduled for phased commissioning from December 2030, the thermal plant is expected to create up to 20,000 jobs during construction and an additional 5,000 once operational.

The project aims to boost Assam’s power-generation capacity and meet local energy needs across residential, commercial and industrial users.

The Chapar facility will feature four 800MW units, utilising ultra-supercritical technology, high-efficiency systems and modern environmental safeguards.

Adani Power secured the rights to develop the plant after being selected as the successful bidder in a competitive process in October 2025.

Jeet Adani said: “Today marks the beginning of an important new chapter for Assam. Adani Power will invest Rs480bn in this 3.2GW thermal power project, bringing reliable and affordable electricity to support homes, businesses and industries.

“The project will also create jobs and open up opportunities for local contractors, suppliers and businesses. We are proud to invest in Assam and be part of the state’s economic growth.”

The company received the letter of award (LoA) from the Assam Power Distribution Company in November 2025.

Adani Group has already invested more than Rs800bn in Assam across sectors such as power, aviation and cement.

Adani Group’s total planned investment in Assam’s power sector is Rs630bn.

This includes around Rs150bn for two pumped storage plants with a combined capacity of 2.7GW through Adani Green Energy.

Adani Energy Solutions is also delivering smart metering projects to modernise Assam’s power distribution infrastructure.

In March 2026, Adani Power secured an LoA from the Maharashtra State Electricity Distribution Company for a long-term power supply agreement involving 1.6GW.
