China’s SANY Renewable Energy, the Egyptian Electricity Transmission Company (EETC) and the New and Renewable Energy Authority (NREA) have signed a memorandum of understanding (MoU) to establish a wind turbine manufacturing facility and develop a 2GW wind farm in the Gulf of Suez.

The agreement aims to support the localisation of renewable energy technologies and expand Egypt’s clean energy output.

The signing ceremony took place at the Cabinet headquarters in Egypt’s New Capital and was witnessed by Prime Minister Mostafa Madbouly.

It was attended by Egypt’s Minister of Electricity and Renewable Energy, Mahmoud Esmat, along with representatives from SANY, the NREA and EETC.

SANY chairman Li Qiang, EETC chairperson Mona Rizq and NREA CEO Ehab Ismail signed the MoU.

The turbine manufacturing plant aims to meet the needs of the domestic wind energy project and export excess production to neighbouring markets.

According to officials, the plans are aligned with Egypt’s national energy strategy, which targets increasing the share of renewables in the electricity mix to 45% within the next two years.

The proposed facility is intended to promote technology transfer, boost the use of locally made components in renewable projects and strengthen Egypt’s position as a regional exporter of electrical equipment.

During the event, Madbouly emphasised the importance of diversifying energy sources and advancing the electricity sector through renewable initiatives.

Madbouly said that developing local industries linked to renewable energy is central to Egypt’s approach to improving energy security, advancing the shift to cleaner power and increasing the economic benefits of clean energy projects.

Esmat stated that the local manufacture of electrical equipment would help increase domestic renewable generation and support Egypt’s manufacturing capacity. He noted that regulations on local content in the renewable sector are being finalised.

The wind turbine plant is set to have an annual capacity of 2GW and will be completed within two years of final agreements.

The associated wind farm is due to connect to the national grid within 23 months of the signing.

Esmat also highlighted Egypt’s regional prospects, pointing to the country’s expanding market, geographical position and established trade relationships in the Middle East and Africa.

In June 2025, SANY signed a power purchase agreement and a contract for difference for its Alibunar wind power project in Serbia.
