Independent power producer Rezolv Energy has obtained the final legal approval required to commence construction of its Dama Solar project, located in Arad County in western Romania.

The Romanian Energy Regulatory Authority (ANRE) has issued the setting-up authorisation for the site.

With an installed capacity of 1.2GW, Dama Solar is expected to become the largest solar power plant in Europe when commissioned, which is scheduled for 2028.

Rezolv stated that upgrades to the initial plans were achieved by incorporating recent technological advancements and optimising the plant’s design.

The project is supported by two contracts for difference (CfD), which were awarded last year by the Romanian Ministry of Energy during the country’s second CfD auction.

The plans include installing a large battery energy storage system (BESS) at the site with the aim of increasing the facility’s flexibility and resilience.

Dama Solar will also feature an 82ha nature reserve, with the company referring to this as one of the largest private-led nature restoration initiatives linked to a solar scheme in Southeastern Europe.

Rezolv indicated that the location in north-west Arad County benefits from proximity to the 400kV transmission ring and grid interconnection points with Hungary.

The site is on flat land with favourable solar conditions and grid access. The expected annual electricity production should be able to supply over 280,000 households, equating to nearly one million people.

The project is predicted to generate more than 500 new jobs over the next three years.

Electricity from Dama Solar will be sold to commercial and industrial users under long-term power purchase agreements.

Rezolv is progressing through the required financing and procurement processes and expects to reach financial close soon.

In May 2026, Rezolv commissioned the 225MW St. George solar park in Silistra, Bulgaria. The facility became fully operational in under three years since Rezolv acquired the development rights.
