Prequalified bidders have until 30 September to submit alternative proposals for the planned Facility E independent water and power project (IWPP) in Qatar.

The previous tender closing date for the increased plant generation capacity design of 2,600MW was 30 June, which was four months later than the initial deadline of 28 February.

The original plan for the Facility E IWPP was to have a power generation capacity of about 2,300MW and a desalination component of 100 million imperial gallons a day (MIGD) once fully operational.

The client, Qatar General Electricity & Water Corporation (Kahramaa), received bids for the contract on 27 August.

According to industry sources, the bidders include:

  • Engie (France)/Mitsui (Japan)/Yonden (Shikoku Electric, Japan)
  • Sumitomo/Kansai Electric (Japan)
  • Marubeni/Kyushu Electric (Japan)

MEED reported in January that the client had revised the plant design capacity to 2,600MW, for which it was seeking alternative prices from bidders.

The client, Qatar General Electricity & Water Corporation (Kahramaa), has stated it expects the plant to produce the first power and water in June and July 2023, respectively, with full commercial operations by 2024.

Kahramaa appointed a new team of advisers for the project last year.

The new transaction advisory team includes UK-headquartered PwC and Clyde & Co as financial and legal advisers, respectively, and Energo as technical adviser.
